Kampala: A City Under Construction
National newspaper feature
In a national newspaper feature on Kampala's road works, Gennaro Sirgiovanni, the Managing Director of Stirling Civil Engineering,
explained why construction projects often stall, and what is needed to fix the problem.
"Once construction begins, we sometimes discover that the ground conditions are not what we expected. We have to modify the design,
which increases the work scope and pushes deadlines further."
"These services take time to move, and until they are relocated, construction can't proceed."
— on relocating water pipes, electricity lines and telecom cables
"Government-funded projects always face budgetary pressures. Some contractors go six months or more without getting paid. Without
funds, work slows down — or stops completely."
What is the solution?
Finalising road designs before hiring contractors to reduce mid-project changes.
Relocating utilities before construction starts to prevent unnecessary delays.
Ensuring the Government secures funds upfront and pays contractors on time.
Compensating affected landowners early to avoid disputes that block access to construction sites.
